I speak of the Parental Engagement Policy before the Education Act as the policy is the inanimate vector of ruling relations from the Education Act that actually enters into, coordinates and weaves together mothering work and teachers’ labour. I posit that the policy is operationalized by people as coordinated by policy even though they may not see the connections of their work to it.
